Healthcare vaccine mandate changes in Queensland

We finally got a written statement from the Queensland government on changes for workers as of about four minutes ago. 

It applies to all private healthcare staff, including: 

  • Health professionals
  • Contractors
  • Independent third party providers
  • Employees or volunteers engaged by external agencies
  • Students 

And the settings that it applies to include: 

  • Hospitals
  • Aged care services
  • Disability services
  • Day surgeries
  • GP clinics 
  • Pharmacies
  • Optometrists
  • Allied health clinics
  • Dentists
  • Private nurses offices
  • Private pathology centres
  • In-home aged care services
  • Not-for-profit and NGOs providing public healthcare services

All visitors at these facilities must be vaccinated, but exemptions apply for end-of-life visits.

As we heard earlier, patients will not be turned away

Hey Kelsie, I believe your response to international travel arrival and quarantine in January was wrong. If you're double vaccinated and a citizen you can just enter without quarantine, right?


Queensland's border roadmap doesn't allow for quarantine-free entry into the state from overseas until the state hits 90 per cent double-dose vaccination.

If we get there by January, yay! But the state hasn't even hit 70 per cent at this stage so there's no concrete date on that coming into effect.

Son was unwell yesterday so went for COVID test. Really unwell today but can’t get results for 72 hours and can’t go to Doctor until he does.


If your son (or anyone) needs urgent care, get in touch with health authorities immediately. Depends what state you're in, but that might involve ringing the COVID hotline, the local hospital, or even triple-0 if he's in life-threatening danger. Just communicate with everyone you talk to that you're awaiting a COVID test result so if they do need to send someone to your home, they can be prepared.

Qld - breach of human rights??? Can't go to a gp if your not vaccinated???? Health care is a human right.


Does the new QLD mandate mean that those who are unvaxxed won't be able to access medical care (from GP or hospital)?

-Vaxxed in QLD

Can they really refuse health care services for the unvaxxed? Doesn't that go against... human decency?

-Wait, what? (Sydney, NSW)

No-one will be refused essential health care based on their vaccination status.

It's a few posts down in the blog now, but Yvette D'Ath says anyone needing hospital care or health treatment will have access to it.

The mandate is for workers and visitors (basically anyone who's not there for actual treatment).

NSW paramedic loses COVID vaccination exemption bid in Supreme Court

A Supreme Court Justice has dismissed a bid by a regional New South Wales paramedic to be exempted from receiving COVID-19 vaccines.

John Edward Larter, from Tumut, launched a case against Health Minister Brad Hazzard in the court earlier this year, seeking an order that part of the state's COVID public health orders be declared invalid.

He also sought an exemption from vaccination on religious grounds.

In handing down her findings Justice Christine Adamson said the public health order in its original form was reasonable, saying it was to remove the increased risk of transmission posed by unvaccinated NSW Health workers.

"It would be of no comfort to the vulnerable patient who is infected by the unvaccinated health care worker to be told that he or she was unlucky by being in the wrong ward at the wrong time because most healthcare workers had been vaccinated," she said.

Morning Kelsie. Any updates on the approval in Australia for Pfizer to be given to kids aged 5-11 years? I get that data has shown that they don't get severely ill with covid but surely it would be a perfect time over the school holidays to start the program so kids are protected in schools next year instead of being sitting ducks? I've got two kids (aged 5 and 8) and I'd love to see them have the opportunity to be protected from potential illness as well.

-What about the kids?

No major updates so far today. 

Federal Health Minister Greg Hunt did say on Monday though that it's unlikely children between the ages of five and 11 will be vaccinated this year

The TGA has not yet given the green light to any COVID-19 vaccine for young children (but this has kicked off in the United States).

Hi I'm flying back from Europe in January. Will I be able to fly into Brisbane and then drive over the border to NSW without going into Quarantine?


I have no idea what Queensland's rules and restrictions are going to look like in January or how many times they will change between now and then. But up until this point, overseas arrivals in Queensland are usually transported straight to hotel quarantine. If you wanted to go by NSW's rules, you'd need to fly into NSW.

Hawthorne player tests positive for COVID

Young Hawthorn midfielder Finn Maginness has tested positive to COVID-19, sending a number of the club's players and staff into isolation.

In a statement, the Hawks say Maginness was at the club in Waverley Park on Monday but didn't show symptoms until the following morning.

The club says all players are at least partially vaccinated.

"I want to commend Finn for his diligence in getting a test at the first sign of symptoms, informing our club doctor and protecting his teammates and our staff," Hawthorn Chief Executive Officer Justin Reeves says.

Appropriate wellbeing supports have been put in place to support Finn and those who are isolating as a result of this case. Every staff member and player that needs to be tested is being tested and the clear processes the club and AFL have in place has ensured that those who need to isolate are isolating."

The club asked in a statement for the 20-year-old's privacy to be respected while he's recovering. 

We heard earlier that Carlton is speaking with a senior player who is refusing to get a COVID-19 vaccine ahead of the start of pre-season training.

Extra vaccination rules for all health facilities in Queensland

Queensland will mandate vaccination for all people working in or using any health facility in the state.

People who work or go to a GP, private hospital, physiotherapist, community pharmacy or any other health service must be fully vaccinated from December 15 (not 17 — so the Wednesday, not the Friday) or have a valid exemption.

"Anyone needing hospital care or health treatment, whether they are vaccinated or not, will still have full access to our health services," Yvette D'Ath says.

"This is about visitors coming in."

The government says this is to ensure people have confidence they have protection when visiting healthcare facilities.

The Premier yesterday outlined rules that only double-dosed people could visit or work in hospitality and entertainment venues from December 17.

Queensland's home quarantine trial will be extended

Yvette D'Ath says this includes people travelling from COVID hotspots.

We'll get more detail on the criteria for this later today. The Health Minister has also clarified that travellers must be fully vaccinated (that means two weeks post-second dose) and have had a negative COVID PCR test within the past 72 hours.

Premier Annastacia Palaszczuk says you'll still need to fly into Queensland — crossing the border by road will not be permitted — but you will be able to fly into airports outside Brisbane.

There will be new exposure sites in Queensland today

Deputy Chief Health Officer Lynne McKinlay has urged people to check the Queensland Health website and stay up to date with contact tracing sites in the wake of those new cases being confirmed earlier. 

"Please do go and get tested if you're in the Gold Coast or in the Warwick area or have been south of the border into that Moree area — if you have any symptoms at all," she says.

"There's going to probably be a new testing site set up at Warwick as well today, in addition to the seven or so other sites that are available to you, and there's plenty of testing availability as well on the Gold Coast."

So far only two sites have been added, both in Warwick (the Condamine Sports Club and the Warwick RSL, both on Monday) but here's the link to keep an eye on.

Does Phillip Di Bella (who is going to defy QLD vaccination orders for his coffee shops) also allow smokers to smoke inside his shops to preserve their human rights?


I'll have to let him answer that one himself, but in case you missed it, here's the story about the Queensland coffee entrepreneur who says he will not adhere to new business restrictions from December 17 requiring hospitality venues to only serve fully vaccinated customers.

New Zealand man with COVID dies while isolating

NZ's Ministry of Health says a man in his 60s who tested positive for COVID-19 has died suddenly overnight while isolating at a Glen Eden home. 

Authorities released a statement saying his official cause of death would be determined by a coroner. 

"Any deaths which might be COVID-19 related are fully investigated, whether they occur at home or in a hospital setting," the statement says.

"Our thoughts are with this man’s whānau and friends at this stressful time.

"This is a sad reminder that COVID-19 is potentially very serious – and fatal – if you’re not vaccinated."

Queensland's first-dose vaccination rate is sitting at 79.84 per cent

Annastacia Palaszczuk says the state will "definitely" reach 80 per cent first dose tomorrow, which means mask rules are on track to ease this week. 

"If you want to enjoy your Christmas holidays and if you want to go to the theatre, you want to go to sporting events, you want to go to a pub or a cafe or have a beer with your mate down at the local pub, I'm asking you to go and get vaccinated," she says.
