"We hope to commence construction of the ship in 2025," he said.
"We'll be contracted by June this year with construction to start in January/February 2025."
Palmer noted 'peace' as the motivation for resuming the cruise ship's construction.
"At a time when the world of full of war and hate, we've got trouble in the Middle East and Ukraine and Taiwan," Palmer said.

"The Titanic, we hope, can act as a catalyst of some of those values that we've got, which hopefully can lead to peace."
Palmer is regarded as one of Australia's richest people, but he claimed he never intended to make the rich list.
"Well I haven't meant to, I've only wanted to have a good life, do the best you can," he told A Current Affair.
"I know you shouldn't read what's in newspapers but the Financial Review says that I'm worth $23 billion.
"I think within a 10 to 15 per cent range they might be right."
Outside of his latest business venture, Palmer revealed he had embarked on a weight loss journey, losing 20 kilograms.
He said eating smaller portions and adding probiotics to his diet "made the big difference".
